Request for Proposal for 2nd District Cooling System (DCS) in Fusionopolis 2A @ one-north

JTC Corporation is inviting all interested utilities supplier to submit their proposals to provide the 2nd DCS service to one-north. Utilities suppliers interested in leasing the site can now apply to JTC for the launch of the RFP.

About the site
one-north is a 200-hectare development incorporating work, live, play and learn elements in it, to which JTC is tasked to be the master-planner and master-developer. Biopolis 1, Biopolis 2 and NTU alumni in one-north are already supplied with chilled water by a district cooling system (DCS) plant located in Biopolis. The chilled water is primarily used for the provision of air conditioning for these developments.

With more developments coming up in one-north, a second DCS plant is thus required to produce sufficient chilled water to cater to the demands of new pipeline developments in the near future.

This is a request for potential and known DCS/ utilities operators to submit proposal to provide the 2nd DCS service to one-north on a Build, Own and Operate business model. The proposed plant is planned to be located at the basement of Fusionopolis 2A.

The plant is to be a Build, Own and Operate (BOO) business model.

RFP Evaluation
This will be a two-envelope system, with quality-price weightage of 40:60. Interested developers are to submit their

	Proposal in one envelope, clearly stating that it is "Proposal" on the envelope and;
	Price offer in a separate envelope clearly stating that it is "Price" on the envelope

before 4 May 2007, 4 pm to
